The ongoing education reform in Georgia faces a lot of challenges. Evidence of this comes from various evaluations conducted by different international and local agencies and donor organizations as well as critical opinions voiced at different community forums, discussions, and seminars.
The short list of major problems emphasized is:
- Low participation of society
- Lack of financing
- Inefficient use of limited resources
- Political decisions in education are not based on substantial system analysis
- Insufficient and inconsistent legislative base
- Lack of transparency in planning, management and assessment of the reform activities
- Lack of community involvement, isolated nature of the reform group, and no constructive criticism.
- Educational gaps preventing implementation of LLL
- Access and quality of preschool education
- Poor physical infrastructure and quality of teaching at secondary educational institutions
- Insufficient connection of vocational education with economy and labor market; lack of institutionalized partnership with private sector.
- Quality of higher education and internationalization
- Association agenda and implementation results
MISSION STATEMENT
The mission of the Institute is to contribute to both sustainable development of educational reform that would be consistent with the principles of an open society and positive changes in the Georgian education system, and to support stakeholders participating in the education system.
The goals of the Institute are to contribute to:
- Development of a modern, competitive education system in Georgia;
- Developing and strengthening the local capacity for improved and more efficient planning and management of the education system;
- Systemic democratization of the education system, development an appropriate legal framework and initiating positive systemic changes;
- Preparing the public for acceptance of the educational reform;
- Democratization of relationships between various stakeholders of the educational process, and improvement of the management quality within the education system.
